Voyeur vs. Oyster

I saw this while I was walking around the city last week. I tried to find out more about Neoexternalism, the site mentioned below the picture, but I was redirected to Visual Insurgence, which has no useful information either, other than the fact that it is ‘radical art for social change’ – here’s the site (the other two links are Flickr sites). I actually emailed the contact address on the site as well, to find out more, but to no avail. Are they trying to be a sort of photographic, collective version of Banksy?

If you can’t see the small print, the ‘Voyeur’ one says ‘issued to conditioned subjects’, versus the actual message on Oyster cards: ‘issued subject to conditions’!
